Vendors

The Village of Heyworth Vendor Ordinance can be found in Title 4, Chapter 3 of the Village Code.

It is unlawful for any vendor, solicitor or temporary merchant to engage in such business or to employ another in such business within the Village without first applying for and receiving a permit from the Village.

Vendor permits and fees vary depending on whether the vendor is participating in the Village Hey Days event, a different Village sponsored event, or if the vendor is selling or offering to take order in a mobile type fashion.

The following are general vendor rules and regulations for all other vendors:
  • Application and Permit - A fully completed application with all required fees and attachments must be submitted to and approved by the Village, and a permit issued to the vendor.  Applications can be found here.
  • Fee - There is vendor permit fee of $50.00 for a permit that may be valid for up to one year for vendors that are for-profit, and a $25.00 fee for nonprofit vendors.
  • Additional Licenses or Permits - if a vendor is required to have additional permits or licenses, such as from the McLean County Health Department, that license or permit must be submitted with the application.
  • Fire Extinguisher - vendors must have a 5-lb. fire extinguisher if cooking is involved, readily available at their site.
  • Photograph - A photograph of each person soliciting is required to be submitted at the time of the application.
  • Permit Displayed - All vender must carry on their person and show upon request a copy of the solicitor permit issued by the Village.

Exempt Parties - The following are exempt parties that are not required to obtain a solicitor permit (see Section 4-3-16 of the Village Code for more information):
  • Sales under court order;
  • Sale of farm or garden products produced by the seller;
  • Sale of newspaper subscriptions  in which the seller is a person engaged in both the delivery and sale of the newspaper;
  • Student fundraising;
  • Any political group seeking funds or membership;
  • Garage/yard sales by a Heyworth resident;
  • An organization exempt from taxation as provided by 26 USC 501 and meeting all the requirements for the exemptions provided by USC 503;
  • Any activity conducted pursuant to a special event permit issued by the Village.
